Method One – Convert your foreign driving permit to a UAE one.

Method Two – Get a license right from scratch
Per the RTA guidelines, Dubai residents can fill out the driving test forms at 17 years and six months or above. It would be best to be medically fit to pass the practical and theoretical tests. Also, having a valid Dubai passport, eight passport-size photographs, Emirates ID, traffic file number and eye test results would be best.
The very first step is to go for an eye test. The test needs to be performed by a RTA approved optician. The positive results are further used to book driving lessons and to apply for a licence test. A learner must register for at least twenty driving lessons if they do not possess any licence in any country.
Getting a driving licence in Dubai can be a little daunting task. At first, you need to pass the theory exam which is conducted online and has to be cleared before the on-road test. The driving institute will examine your expertise and knowledge about traffic rules, safety awareness and risk perception before registering for a theory exam. After passing the theory test, you must clear the parking test, performed in a driving school yard. You will be tested on an emergency stop, garage, angle, and hill parking. In the end comes the final on-road testing; once you have passed it, the examiner will grant you the approval documents. You can submit them along with your ID and driving permit fee, and your driving licence will be given to you then and there!
